A garden laid out at his own expense by the discoverer of Antarctica.
On the site of a parade ground in the 19th century, a garden appeared with a monument to Peter the Great. Its creator was the military governor of Kronstadt, Faddey Bellingshausen. Yes, the very navigator who in 1820, together with Lazarev, discovered Antarctica. Appointed governor in 1839, he received no funds for improving the city and acted at his own expense. In Soviet times the park was called Freedom Park. From here you can see the harbor, ships, and forts on the horizon.
Tip: Kronstadt also has a monument to Bellingshausen himself — ask the locals or find it in Yandex Maps.
